| Outline of Program Phases in 2004-2005: |

Collect, maintain
and disseminate data on the local and regional economy through
the Center. The Director will use this information to prepare
reports on topics of interest for the region. For example, the
Center would provide updates on local employment, a service that
is no longer provided by the state of Colorado or the U.S.
Department of Labor. These reports are used by groups such as PEDCO to inform prospective businesses of the potential labor
pool—an important factor in relocation and expansion decisions.
The Center may also be able to assist the region in conducting
“target industry studies” that will help communities target
appropriate businesses that can expand the economic base and
promote a higher standard of living for the residents of
southeastern Colorado.

Provide educational programs on such topics
as small business development and entrepreneurship, supervisory
management, marketing, personal finance, insurance, tax law, and
the role of ethics in decision-making. Participants for these
programs will be drawn from the public-at-large and programs may also be
designed to meet the specific needs of businesses and
organizations. For example, some organizations may need a
certificate program for managers on total quality management
processes.
